Microsoft releases update to Windows Phone SDK, adds support for 256MB devices

A 7.1.1 update to the Windows Phone SDK has just hit Microsoft's servers today with tools tailored for Tango's lowered memory support in tow. According to the company's Windows Phone Developer Blog, this refresh "doesn't add much in the way of new features to [the] WPSDK," mostly addressing emulation for 256MB handsets, compatibility for Windows 8, a patch for Visual Studio, bug fixes for the Advertising SDK, additional language support and an ability for IntelliSense to switch between RAM configurations. It's a hefty 300MB download, since the package accommodates both OS images (512MB and 256MB), and should take about 15 minutes for a complete install. Consider yourself part of the mobile dev pack? Income Taxes Can Be Discharged in Bankruptcy | Finance information

There are two

Guarantees in life: Death and Taxes. Believe it or not, Certain income taxes can be discharged in bankruptcy. Since income taxes can be defeated that leaves only death to figure out. Maybe I?ll write an article on that someday. In the meantime, let?s focus debt getting rid of tax.

It is easier to discharge the income tax than it is student loans. I remember the first time I heard that income taxes were dischargeable in bankruptcy. It was 8:00 am on a Saturday morning and only about 20 of us showed up for the lecture. Apparently no one wanted to wake up early for a lecture. That Particular lecture is one that changed the way I practice bankruptcy law and may be the one lecture that has made the biggest difference in my practice. Met in order to discharge taxes in bankruptcy there are a couple of criteria that must be. All of the criteria that go into mining deterministic if taxes can be discharged are too Numerous to discuss in this article. The first three criteria that I consider are:

Were the taxes due more than 3 years ago?
Were the taxes filed more than two years ago?
Has the tax been assessed more than 8 months (240 days) ago?

Other criteria include, but are not limited to, issues surrounding the nature of the tax and if the returns were filed fraudulently.

What Does It Mean To Have Taxes Due More Than 3 Years Ago?

Tax returns for a Particular year are filed after that year (ie 2010 returns are filed in 2011). Traditionally the return is not required to be filed until April 15 Additionally, any income tax that is owed is therefore required to be paid on April 15 Therefore in 2010 taxes become due on April 15, 2011. Consequently in 2010 the income tax will not be able to be discharged until April 15, 2014 (2010 income taxes due April 15, 2011 plus 3 years). On April 15, 2011 will be able debtors to discharge income tax. 2007

There are a couple of places where debtors can get messed up with the 3 year rule. First, sometimes the date, April 15, changes. This can be caused by April 15 landing on a Saturday or Sunday. In addition, 2010 taxes are due and returns on April 18, 2011 because the IRS decided this (actually it was because Congress took so long with Particular legislation). Finally, filing for an extension will change the date to a date later than April 15 Make sure you tell you attorney if you filed an extension

What Does It Mean to Have the Returns Filed More Than 2 Years Ago?

First point I want to make about this rule. If you want to discharge taxes for a year but have not filed a Particular return for that year, you will not be able to discharge the taxes

The measuring date is from the day you file your bankruptcy petition. This means that if you recently filed outstanding returns they are most likely not going to be dischargeable. Take the date the bankruptcy was filed and subtract two years. If the return in question was filed before that date, you are fine. If it has been a while but not quite 2 years visit with your bankruptcy attorney to see if there is a way to delay the filing bankruptcy

Combining the previous two rules. On May 1, 2011 a client comes to me and wants to discharge taxes from 2007 but did not file his 2007 returns until June 1, 2009.

I would tell the client to wait until June 2, 2011 and file for bankruptcy. That way the returns would be on file for 2 years and the taxes would have been owed for more than 3 years.

What Does It Mean To Have Taxes Assessed When a taxing authority assesses

taxes what that really means is that the taxing authority is ?crystallizing? the liability to pay tax and the amount of tax to be paid. In other words, when a tax is assessed the requirement to pay tax and the amount are determined. This is not determined when the tax return is filed. It is an internal procedure that a taxing authority applies. Normally it is done shortly after a tax return is filed but not always.

Take for example the individual who files a return and is self employed. If someone he did business for a 1099 files with the IRS after the due date the IRS is still going to expect taxes to be paid on the earned income. A tax may be assessed based on the late filing of the 1099 against the self employed individual. The timing of the assessment will be based on deterministic mined when the Internal Revenue Service gets around to ?auditing? the account. . I have seen the Iowa Department of Revenue take a few years to adjust the assessment

State appeals judge's reinstatement of Flint mayor

Detroit? The state on Friday appealed a judge's ruling that stripped power from Flint's emergency manager and reinstated the mayor and the City Council.

The "sweeping and unprecedented" ruling by Ingham County Circuit Court Judge Rosemarie Aquilina "creates financial and administrative uncertainty for the city and its people," according to a brief filed in the state Court of Appeals by Attorney General Bill Schuette on behalf of Gov. Rick Snyder and Flint's financial review team.

Aquilina's finding Wednesday that the review team violated the Open Meetings Act was similar to an earlier finding by Ingham County Circuit Judge William Collette that the Detroit financial review team violated the same statute. Collette in February filed a permanent injunction barring members of the review team from meeting in secret.

Collette will hold a contempt hearing Thursday in Mason to decide whether state Treasurer Andy Dillon or other members of the Detroit review team violated his injunction by meeting in secret.

The court challenges in Detroit and Flint are among a number of assaults on Public Act 4, the emergency manager act. A separate lawsuit that claims the act violates the state Constitution, because it allows emergency managers to overrule elected official. Opponents have collected 230,000 signatures in an effort to get a repeal of the statute on the November election ballot.

Aquilina's order was in response to a lawsuit brought by the leader of a union that represents some Flint city employees.

The decision invalidated the appointment of Flint emergency manager Michael Brown, who was appointed late last year.

Under Public Act 4, emergency managers can make wide-ranging decisions to fix a municipality's or school district's financial situation. Emergency managers can sell off assets, void worker contracts and make decisions without city council or school board approval.

The cities of Pontiac, Ecorse and Benton Harbor and school districts in Detroit and Highland Park are among those under the direction of emergency managers.

ScienceDaily (Mar. 22, 2012) ? People with autism have a greater than normal capacity for processing information even from rapid presentations and are better able to detect information defined as 'critical', according to a study published March 22 in the Journal of Abnormal Psychology. The research may help to explain the apparently higher than average prevalence of people with autism spectrum disorders in the IT industry.

Autism is a lifelong developmental disorder that affects social interaction, communication and, often, learning; however, people with autism show an increased ability to focus attention on certain tasks. Yet clinical reports backed up by some laboratory research show that these individuals can be more sensitive to the distracting effects of irrelevant stimuli, such as flashing lights or particular sounds, which can be easily ignored by people without the disorder.

Professor Nilli Lavie, from the Institute of Cognitive Neuroscience at UCL, hypothesises that this combination of the ability to focus and a susceptibility to distraction might be caused by a higher than normal information processing capacity.

"Our work on perceptual capacity in the typical adult brain suggests a clear explanation for the unique cognitive profile that people with autism show," she says. "People who have higher perceptual capacity are able to process more information from a scene, but this may also include some irrelevant information which they may find harder to ignore. Our research suggests autism does not involve a distractibility deficit but rather an information processing advantage."

Professor Lavie, together with Dr Anna Remington and Dr John Swettenham from the UCL Developmental Science department, tested this hypothesis on 16 adult volunteers with autism spectrum disorders and compared their results against those of 16 typical adults in a task to challenge their perceptual load capacity.

The task involved looking at a circle of letters flashed very briefly on the screen and searching for some 'target' letters. At the same time, the participants were also asked to detect a small grey shape that occasionally appeared outside the letter circle.

When only one or two letters were flashed on the screen, the researchers found that both groups could successfully find the letter and detect the shape. However, making the search task more challenging by increasing the number of letters significantly impaired the detection performance of the typical adults -- but not of the adults with autism spectrum disorders, who were able to detect the extra shape just as well in the more challenging conditions. When the task became harder, they significantly outperformed the typical adults.

Professor Lavie says: "Our study confirms our hypothesis that people with autism have higher perceptual capacity compared to the typical population. This can only be seen once the task becomes more demanding, with more information to process. In the more challenging task conditions, people with autism are able to perceive significantly more information than the typical adult."

Professor Lavie believes that the finding may help explain why people with autism spectrum disorders, such as Asperger's syndrome, may excel in some careers such as IT, which can require intense concentration and the ability to process a great deal of information from a computer screen. Autism diagnoses in California's Silicon Valley reportedly increased three-fold in the 1990s, a phenomenon termed 'geek syndrome' by 'Wired' magazine.

"Our study clearly shows that people with autism can do better than typical adults in tasks involving rapid presentations of a lot of information," says Professor Lavie. "There are clearly careers, such as in IT, that can benefit from employing people with high-functioning autism spectrum disorders."

"These findings could also enable clinicians and families to help individuals with autism spectrum disorder capitalise on their strengths by exploiting the increase in perceptual capacity," adds Dr Remington.

The research also sheds light on the relationship between autism and 'savants', such as artist Stephen Wiltshire (who is able to draw in incredible detail a scene seen for only a few seconds) and Kim Peek (on whom the eponymous character of the film 'Rain Man' was based). The researchers argue that these abilities are, in part, likely to be a consequence of their high perceptual capacity; however, their study suggests that most people with autism share this characteristic, regardless of whether they possess exceptional savant-like abilities.

The default install of the app included direct recommended links to pornographic material on the main page of Reddit. You see, the filtering agent that decides what is shown on the home screen of the app had all the sub-categories enabled by default. Categories like "ass," "NSFW," "pornvids," "spaceporn," and all other sorts of unsavory material that many folks wouldn't want to see would show up as links. New wrinkle in pot debate: stoned driving

DENVER (AP) ? Angeline Chilton says she can't drive unless she smokes pot. The suburban Denver woman says she'd never get behind the wheel right after smoking, but she does use medical marijuana twice a day to ease tremors caused by multiple sclerosis that previously left her homebound.

"I don't drink and drive, and I don't smoke and drive," she said. "But my body is completely saturated with THC."

Her case underscores a problem that no one's sure how to solve: How do you tell if someone is too stoned to drive?

States that allow medical marijuana have grappled with determining impairment levels for years. And voters in Colorado and Washington state will decide this fall whether to legalize the drug for recreational use, bringing a new urgency to the issue.

A Denver marijuana advocate says officials are scrambling for limits in part because more drivers acknowledge using the drug.

"The explosion of medical marijuana patients has led to a lot of drivers sticking the (marijuana) card in law enforcement's face, saying, 'You can't do anything to me, I'm legal,'" said Sean McAllister, a lawyer who defends people charged with driving under the influence of marijuana.

It's not that simple. Driving while impaired by any drug is illegal in all states.

But it highlights the challenges law enforcement officers face using old tools to try to fix a new problem. Most convictions for drugged driving now are based on police observations, followed later by a blood test.

Authorities envision a legal threshold for pot that would be comparable to the blood-alcohol standard used to determine drunken driving.

But unlike alcohol, marijuana stays in the blood long after the high wears off a few hours after use, and there is no quick test to determine someone's level of impairment ? not that scientists haven't been working on it.

Dr. Marilyn Huestis of the National Institute on Drug Abuse, a government research lab, says that soon there will be a saliva test to detect recent marijuana use.

But government officials say that doesn't address the question of impairment.

"I'll be dead ? and so will lots of other people ? from old age, before we know the impairment levels" for marijuana and other drugs, said White House drug czar Gil Kerlikowske.

Authorities recognize the need for a solution. Marijuana causes dizziness, slowed reaction time and drivers are more likely to drift and swerve while they're high.

Dr. Bob DuPont, president of the Institute for Behavior and Health, a non-government institute that works to reduce drug abuse, says research proves "the terrible carnage out there on the roads caused by marijuana."

One recent review of several studies of pot smoking and car accidents suggested that driving after smoking marijuana might almost double the risk of being in a serious or fatal crash.

And a recent nationwide census of fatal traffic accidents showed that while deadly crashes have declined in recent years, the percentage of mortally wounded drivers who later tested positive for drugs rose 18 percent between 2005 and 2011.

DuPont, drug czar for Presidents Richard Nixon and Gerald Ford, wrote a paper last year on drugged driving for the Obama administration, which has made the issue a priority.

Physicians say that while many tests can show whether someone has recently used pot, it's more difficult to pinpoint impairment at any certain time.

Urine and blood tests are better at showing whether someone used the drug in the past ? which is why employers and probation officers use them. But determining current impairment is far trickier.

"There's no sure answer to that question," said Dr. Guohua Li, a Columbia University researcher who reviewed marijuana use and motor vehicle crashes last year.

His survey linked pot use to crash risk, but pointed out wide research gaps. Scientists do not have conclusive data to link marijuana dosing to accident likelihood; whether it matters if the drug is smoked or eaten; or how pot interacts with other drugs.

The limited data has prompted a furious debate.

Proposed solutions include setting limits on the amount of the main psychoactive chemical in marijuana, THC, that drivers can have in their blood. But THC limits to determine impairment are not widely agreed upon.

Two states place the standard at 2 nanograms per milliliter of blood. Others have zero tolerance policies. And Colorado and Washington state are debating a threshold of 5 nanograms.

Such an attempt failed the Colorado Legislature last year, amid opposition from Republicans and Democrats. State officials then set up a task force to settle the question ? and the panel couldn't agree.

This year, Colorado lawmakers are debating a similar measure, but its sponsors concede they don't know whether the "driving while high" bill will pass.

In Washington state, the ballot measure on marijuana legalization includes a 5 nanogram THC limit.

The measure's backers say polling indicates such a driving limit could be crucial to winning public support for legalization.

"Voters were very concerned about impaired driving," said Alison Holcomb, campaign director for Washington's legalization measure.

Holcomb also pointed to a failed marijuana legalization proposal in California two years ago that did not include a driving THC limit.

The White House, which has a goal of reducing drugged driving by 10 percent in the next three years, wants states to set a blood-level standard upon which to base convictions, but has not said what that limit should be.

Administration officials insist marijuana should remain illegal, and Kerlikowske called it a "bogus argument" to say any legal level of THC in a driver is safe.

But several factors can skew THC blood tests, including age, gender, weight and frequency of marijuana use. Also, THC can remain in the system weeks after a user sobers up, leading to the anxiety shared by many in the 16 medical marijuana states: They could be at risk for a positive test at any time, whether they had recently used the drug or not.

A Colorado state forensic toxicologist testified recently that "5 nanograms is more than fair" to determine intoxication. But, for now the blood test proposals remain politically fraught, with supporters and opponents of marijuana legalization hinging support on the issue.

Huestis, of the government-funded drug abuse institute, says an easy-to-use roadside saliva test that can determine recent marijuana use ? as opposed to long-ago pot use ? is in final testing stages and will be ready for police use soon.

Researchers envision a day when marijuana tests are as common in police cars as Breathalyzers.

Until then, lawmakers will consider measures such as Colorado's marijuana DUI proposal, which marijuana activists say imperils drivers who frequently use the drug such as Chilton, the multiple sclerosis patient.

She says that since she began using pot she has started driving again and for the first time in five years has landed a job.

Chilton worries Colorado's proposal jeopardizes her newfound freedom.

I have contacted Ancestry.com tech support numerous times including a 10-day running dialogue via email with a tech. Also, numerous times the gold star does not appear in the Web Search Box even though I know there's lots of info on Acom about an individual.

Acom has offered many possible reasons for this, all of them having to do with my computer. As I am pretty much computer illiterate, I have not added, deleted or changed any computer programs or settings. Acom insists they have not had complaints or inquires from anyone about the problem I am reporting. They further insist they have done nothing recently to cause this particular problem.

I am very frustrated. Sometimes I can search via the Web Search Resource for a particular individual, get results fine then when I hit "next page" I get the error message.
Sometimes I have no problem for an hour then, it's back. If it's my computer, why would the search work some times and not others.

Acom's basic answer has been, they don't know but it's not them and I should consider upgrading to FTM2012 (FTM2006 basically serves my needs & I'm used to it). My position is I don't want to upgrade at this time and if Acom cannot make FTM2006 work properly on this computer why should I assume FTM2012 will work any better.

Has anyone had this problem?

By the way, FTM2006 has a known problem with Vista and making reports. I have run the "fix" and it made a bigger mess that caused me to have to reload FTM2006 completely and never fixed the original problem. I nearly had a heart attack thinking I had lost all my 900+ individuals & 20 years of research! I have learned to live without reports for the time being.

Any help for the computer-challenged would be appreciated.

As your company starts to expand beyond the local market, domestic as well as international business trips start to fill up your calendar. This week, I?m focusing on practical advice for the novice and experienced traveler both?

Vital Items to Pack

Like most business travelers, my most important belongings are 1) my passport and any required visas, 2) my mobile phone, and 3) my laptop computer. Anything else can normally be replaced. Obviously know where your passport is at all times. Depending on where you are traveling and the political sentiment towards your nationality, consider a cover for your passport available at any luggage store.? Take your mobile phone but be sure to contact your provider before leaving to make sure that your destination country is covered and any additional charges that might be incurred. Believe me, I?ve discovered the pitfalls of international charges the hard way. If the charges are significant, consider picking up a cheap cell phone or at least a local SIMM card when you arrive in country. As for your laptop, ALWAYS remember any electronic cords and then buy the corresponding adapters.

What to Wear

In most places around the world, business contacts expect you to wear the same outfit more than once. So be sure to have enough under garments, but then plan on wearing that suit 2-3 times before changing. In some countries, changing outfits daily is considered bad for the environment (extra washing) or snobbish. Research the standard business attire before you go. In countries with high rain probability, throw in a travel umbrella.

Where to Stay

The guidelines on hotels and transportation vary greatly from country to country. For instance, in Asia you would want to try to stay at the most prestigious hotel possible and possibly even hire a driver and a nice car. In the Netherlands, you would want to do the opposite. The Dutch admire thriftiness in their entrepreneurs and would expect you to stay in an affordable hotel and probably ride public transportation to a meeting site. Latin America would be somewhere between the two extremes and your hosts would probably help to make your arrangements while helping to balance cost and quality.
